The Fibre 2 Intelligent WiFi Hub router that is currently available with new current connections, does it have bridge functionality so that I can use it with my Deco S4 Mesh System.

Umm on Fibre 2 that's still the THG3000, so the answer is no. You can still set up the Deco S4 as just a WiFi replacement though!

As @CrimsonLiar says, the answer is No.
I don't think it will be available on the new Ultra router either. (but I can't confirm that)
