Help with Vodafone international roaming

My friend has a Vodafone sim card, with an International roaming pack activated before leaving India for Kuwait. However, once he reached there his sim card doesn't even connect to a network. Can anyone suggest any solution to this https://vshare.onl/? International roaming is turned on already. Is there any other plan to be activated for the sim to connect to a network in Kuwait? Appreciate any help.
