hi guys not recieveing calls or texts on my PAYG sim, can someone please check it out and see what the problem is
number is - 0737........
topped up by 10 gbp this morning mobile data is working on it fine

As you are in Ireland this may explain the situation. The problem is even though you are roaming on Vodafone Ireland, it is still considered an overseas network, roaming is only for short periodic travel such as holiday use and not for long term use and you are expected to return to the UK.
This is going to need account access from Customer Services or the Social Team on this link. they will help where they can.
edited after reading your reply above. As you have now got outgoing working incoming may follow. Give it time to update on the network. Fingers crossed will be working for you soon.

Is the issue happening everywhere ?
Check your masts via status-checker And Vodafone have a help thread including a template in Network-issues-initial-checks-and-template.
Can you try your sim card in another phone as a process of elimination.
Check your myvodafone for any relevant bars.

You don't mention if you are able to make calls?
It sounds like this may be a situation where the SIM has been disconnected for non use but this would depend on how long it has been since the SIM was used before topping up this morning. However, if the SIM has accepted the top up, you shouldn't have this problem.
I would suggest removing the SIM, reboot the phone, turn off the phone, replace the SIM and follow this with a manual roam, this is done by going into your connection settings, manual, select any other network, wait for it to reject the request and reselect Vodafone, follow this by a reboot, this will update your SIM on the network.
You may find this is just a temporary problem, live chat would be the quickest option to get this solved.

treid what you said im over in ireland it was working fine till bout a month ago ?
tried registering on vodafone 4g & 3g irl both accept but still cant send texts or make calls ?

all done activation lock was taken off by support team in live chat
guy got it all sorted out after asking security questions
and now able to recieve texts and calls
