How does international minutes work?

I bought 100 international minutes but noticed that some countries do not count for it -e.g Monaco.

Yes @khabkean 

 

International Minutes are for calling abroad from the UK.  Monaco is part of France on the French Riviera and is covered by international minutes.

 

I suspect the reason for certain countries being excluded will be due to an arrangement with the overseas network.  You can find further information here: Calling Abroad from the UK Countries covered are here: International Saver Countries
