Yes - the acceptable use policy is applicable to everyone. From the link you posted, it was last updated in November 2020 to include the section on acceptable use when roaming.
Vodafone (and all the other networks in the UK and EU) have always had the ability to monitor to ensure no permanent roaming is taking place but doesn't look like it was enforced by VF-UK.
This was the heads up it was coming.
Although to be fair, we're now in July and I've not seen any posts from anyone saying they've been impacted so I'm yet to see any evidence to say, despite the fact they called it out from Jan 2021, that they are actually doing so.
But to be clear, yes, applies to all. Not just for people who joined after the policy was last updated.
