Try the suggestions on this link: My phone is stuck or doesn't power on ,  If you have entered an incorrect PIN or pattern you will need the PUK code here: Where do I find my PUK code? 

If you still have problems it may be a phone fault and this is going to mean following the repair process here: Repairs
