Can you perhaps provide a little more detail?   However, as this is likely to be an account-related issue, your best bet will be to contact the Social Media Team via Facebook or Twitter.   They can take your details privately and look into this for you, rather than your hanging onto what will probably be a lengthy call to normal customer servcies.

I purchased a second hand iPhone 4s from eBay. It was advertised as unlocked. I sent it to Uganda to a former student. He tells me it is locked. Vodaphone don’t operate in Uganda. He is on lockdown in a rural village and can’t get to the capital. Is there anyway of unlocking it?

Only the previous owner can unlock it.  Contact them on eBay and enquire.  If necessary, you may need to open a dispute, but bear in mind they may also want you to return the device.
