Has the original owner De Registered themselves from the Sure Signal Device which they would need to do before you can register yourself to it.

Ok.
If they haven't and no longer have a Vodafone Account they'll need to speak to Customer services via phone or Live Chat to still De Register.
If they have De Registered then you may also need to liaise with Customer services if yiur still having issues.

Yes once the original owner has de registered you'll be able to then set up and register to it yourself.
Im not sure about the message but I assume it's connected to the security of the device and maybe not too explicit and overly helpful to the issue just incase the 'new owner' shouldn't be the new owner !
