Providing your account is up to date and the previous three months payments have been made, you should be able to get a second line.
Vodafone should give a discount for a second line. Give them a call or pop into a store and see what they can do for you.

As long as your bills have been paid on time then yes they would look at supplying this for you.
You could speak to customer services on 191 or Live Chat to set the wheels in motion.
My preference would be to visit the most local Highstreet Store so there's no waiting in for delivery of the phone and the details are all set up and given to you in hard copy.
