Can't add new user

I have an Iphone 4S on a pay monthly contract. This works fine on our Sure Signal which we bought because we can't get a signal in our village. 

Recently we acquired another Iphone and bought a Vodaphone PAYG SIM card because of low usage.

We then transferred the old mobile number to the PAYG phone so it now works fine where there is a signal.

I am unable to add the second phone to the Sure Signal getting the standard error message. The Troubleshooter has directed me the forum to seek help.
