Content Control For Pay Monthly Customers

Hi,

I would like to remove the content control for the internet from my account. My problem is that I don't have a Credit card to do this on-line. I also do not live anywhere near a shop. Could you please advise me of what i need to do to remove this restriction. I am 19 years of age!
