Payg Mobile Broadband In Europe

Not sure if this has been asked before or perhaps there is an update. I have a contract mobile broadband dongle which I use in the UK and in Europe but on an intermittent basis. I just wonder if any progress has been made on the idea of using PAYG mobile broadband in Europe on partner networks?
