Google + is like Dropbox and is a cloud solution. You will be able to download the photos from Google + directly to the phone but whether you can do so en masse or have to do so individually I don't know.
You can certainly download batches of photos on a computer via your browser so you may be best off to download them and then copy them to your computer by either attaching the phone to the computer using the USB cable or using one of the apps that let's you connect your phone to a computer using Wi Fi.

Access the photos app (not the gallery app), from the phones main menu.
When this is selected this allows you to sign in with the Google account that you’ve created and this will give you an option to sync the device with the Google account.

Sorry for the delay in getting back to you.
I assume your Photos have downloaded into your Downloads Folder?
They will be inside a compressed container called Photos.zip
You can right click on the Zip file and choose "Extract". This will create a normal folder with the photos inside. (Still in your Downloads folder).
It seems like a long complicated process but once you have done this a few times it will become a VERY quick way of transferring files from one place to another.
