Current Bandwidth Issues?

Is Vodafone having some kind of backbone/transit issue tonight?

My modem's sync'd at its usual 58Mbit, but machines are seeing abnormally slow download speeds.  Here's the output from speedtest-cli, using a Vodafone server to test against:

Ordinarily, I get ~58Mbit/sec download from this server.  This is on an ethernet-cabled machine, so WiFi is not the cause.

The issue is definitely not on my side, nor is my line faulty.  I use an Openreach HG612 modem with line stats monitoring.  There are no VDSL errored/severely-errored seconds to report.  Physically, the connection is perfectly normal.

This looks entirely like some type of backbone congestion/failure.  Can Vodafone confirm?

I'm seeing similar poor performance.  I suspect that they have seriously oversold, and their tin-can network isn't capable of delivering the promised minimum speeds.
