Forbidden Message Trying To Access A Web Site

There is one, and only one web site that I cannot access from my netbook using my dongle, but can if I connect through my wireless system at home, so that points to the dongle or VMC software. I get a message that I am forbidden access to the server. The site is www.dukewayne.com

Not sure what you mean. The forum is a standard vBulletin one with vBAdvanced as /index.php and the forum at /forum.php

This has to be linked with VMC or the mobile broadband system, as I can access the site through any other means.

It's only a workaround, and the free service won't let you fill in forms or log in... but try visiting the site through https://proxify.co.uk/ on your mobile broadband. This will bypass Vodafone proxies. (Proxify does it's own flavour of anonymising transformation, but it's fairly benign)
