No the phone doesn't get blocked even if the owner defaults on the contract.

By default I believe @jeffkinn means if the original owner Stops paying their monthly contract amount to the Network.

The other issue we've seen is an unscrupulous person selling their phone and then a short while after claiming its lost or stolen in order to claim on their insurance to get a new phone.

If they do this then part of the claim process is for the phones imei number to be blocked ,which then stops the phone from being able to make / take calls and sending / receiving texts and data connection.

PayPal and Ebay would be able to help within the 90 days that you have to raise a dispute.

If the seller will not give you a receipt I would ask myself, why.?
The is also a chance that the phone does not belong to the seller.

A driving licence will give you his identity, assuming it is his driving licence, but for all thre possible problems that could arise I would go for a refund if possible.

Also what is his Feedback like on eBay and over what period?

if i ask for his receipt he going to say the receipt got his personal details.

his ths true?

That is a poor excuse as his driving licence would also hold personal details.

The seller can simply redact details that would prove sensitive but a name and address, which would be available to you in any case if you wanted to return the phone and the details of the upgrade he received  on a Vodafone document would be normal. all he has to do is to redact his account number and any financial details.
