How long since you last used the PAYG SIM? If it has been over 270 days, the number could have been disconnected - see the PAYG Terms and Charges.
But in that case it shouldn't have been possible to top up the number - how did you do that?
Are you able to try the SIM in a different phone?
I think you probably need help from Live Chat, who should be able to see what is happening with your account.
Once you have this sorted, be sure to check that you don't have a roaming bar in place on your account. Live Chat may be able to look at this at the same time, if the initial problem isn't too complicated.

If it's the phone's first outing on Vodafone, the APN might well need changing.

Also @Annie_N I remember some of my older samsungs asking me to pick the APN during set up and the wording wasnt always very clear on which setting went with PAYG or Monthly contract and there were reports of the wrong one being chosen on more than one occasion.
