My Mom is currently with Vodafone on a PAYG sim and just tops up as and when she needs to (she keeps data usage restricted to Wifi only). She is thinking of getting a new phone that will require a Nano sim card. If I ordered a free one for her, could we just change the number on it to her current phone number and continue buying top up as and when needed (i.e. without any bundles)? She would continue to keep data usage resticted to wifi only so as not to incur the £2 a day charge. She currently only tops up about £10 every 3 months or so, so bundles would not be worth it.

The SIM card you order online will have a mobile number assigned to it already so the Account Holder would need to instead visit a Vodafone Highstreet Store where they'll perform a sim swap to move the number from the original SIM card to a blank SIM card @Rox147
Just to add it maybe just worth checking your original SIM card as it maybe a multi sim type where the correct size is pushed out.
