Personal hotspot when roaming

I have an iPhone 5 and an iPad. My contract is one of the new ones that allows you to use a portion of your data allowance in the EU without extra charge. In the UK my iPad can use the iPhone's personal hotspot at high speed (eg 10Mbit/sec). Yesterday I was at Budapest airport. My phone was connected to Vodafone HU via 4G. Download speeds to the phone were about 10 Mbits/sec. However the iPad could only achieve around 300kbits/sec via the hotspot. (Connected via wifi, not Bluetooth). I tried rebooting both devices but got no improvement. So my question is - is this just one of those things, or is it deliberate policy when roaming to degrade the throughput to hotspot connected devices?

No I don't think anything is deliberately degraded on purpose. 

 

Tethering speeds can fluctuate.
