Incoming Calls on iPhone 5 going straight to Voicemail

I have been having the same problem on iPhone 5. Switched from 3g to 2g and now can recive incoming calls ???????

How can that be a phone issue?

Thanks for the reponse. My issue appears at the moment to have been caused by Sure Signal which I reset and can now recieve 3g and my phone calls are no longer going straight to voice mail.
