Keeps directing me to the Vodaphone website, going round in circles. I am on a monthly contract with TalkTalk

Hi there

 

You will need to raise this with Talk Talk who are your provider.  They will need to enable the hotspot on your account.

You would need to check if they allow tethering first too.
