Hi

After checking here http://www.vodafone.co.uk/shop/pay-monthly/red-plus/ it should be simple to achieve.

Assuming you have a Vodaphone 4G SIM card for the WiFi & Cellular version of the iPad Air 2 it should run 4G

Try a reset by holding the sleep/wake button and home button together until you see the  logo and let go of both. If no help try Settings-General-Reset-Reset Network Settings.

Perhaps call Vodaphone's customers services to have your account checked.

Current Phone > Samsung Note 10+ 5G _256Gb > Model: SM-N976B.

Samsung One Ui  / Pie.

Samsung Gear s3 Frontier Watch.

Sorry to add.

If you feel your Vodaphone 4G tablet SIM card is fine and the masts are ok. Then you could have the iPad looked at.

You say you have the iPhone 4 running 4G, but that is not capable of running 4G.
Im wondering if you've mixed up the SIM cards in each device ?

Also you do have he option if you have a local  store to have a diagnostic run on it via a https://www.apple.com/uk/retail/geniusbar/ appointment.
