I purchased a new Samsung Galaxy S8 from Ebay. I thought the phone was SIM free but it turns out to be locked to Vodafone. I input my passcode/pin from my previous phone think this was the code and now the phone is locked with this Message - SIM network PIN blocked. Enter SIM network PUK. Any help to resolve this would be appreciated.

A Puk Code is typically sourced from your Network @JWB577
To unlock the phone so it accepts any network SIM card you'll need to pick up a Vodafone Payg SIM card , top up and make calls etc for a minute 30 days.
Unlocking is free with Vodafone U.K
Then use the online Vodafone unlocking form to request the code.

Hi sorry @BandOfBrothers but a PUK code is not the same as a network unlock, it is required when an incorrect pin has been entered to many times and the phone is locked. It's normally obtained by contacting CS and once ownership established it is given and the phone unlocked.
The problem here is establishing ownership, the OP may have to try contacting the original owner for help with this. They won't be able to use any sim as it's locked.

Actually looking at it there are probably two issues here, the PUK would seem to be for the sim/account so the OP should be able to get this.
The phone may not be locked out, just the sim at the minute. The Payg sim route may still work to get the phone unlocked,
@JWB577 do you have another sim to try in the phone?

Sorry @BandOfBrothers I think I have misunderstood your reply and you mentioned getting a PUK from the network 😉
