You could try calling.17298 to make sure the SIM is properly activated. Calling should work even if it doesn't appear to be connected to the network.

As a process of elimination to rule out the phone at issue can you please try another active SIM card in your new iPhone @monique97
It could be that the iPhone isn't activating right.
Can you hook it up to iTunes to see if that will help.
Look in the phones settings to see if any carrier updates are pending.
If a new active Vodafone sim is showing the same issue then either go back to the source who supplied the iPhone or if local pop into an Apple Store where a Genius Bar rep can run a diagnostic on it.
