Hi,
I have a SS3 which has the following issues;
1. Range of the femtocell seems to be about 2m...
2. Poor outgoing call quality,

Everything you've posted looks great.
The symptoms you describe would fall under Call Audio Quality Issues but this doesn't match the internet speeds you have.
Please test this at another location such as a friend or family members (preferably with a different ISP).

I can potentially try that - although since the SS3 takes a long time to initialise I'm not sure it will be a great idea.
Any comment on the size of the cell? If I'm more than 3m away, I get no signal...
