Ive asked this question before about being abroad.
Vodafone have advised they cannot guarantee an unlocking code will work while not in the UK.
Id suggest to put an active i.e. working alternative working sim card in the phone and try.
If it does not work then I think your options could be to either send it to the UK to someone you know and they complete the unlock and send it back. Shipping fees to be considered.
Or look to a highstreet store who advertises they unlock phone's and try them although that would most likely include a cost.
Sell the phone and buy one that takes the countries sim.
If your due back to the UK then pack it away and complete the unlock when you return and buy a phone there to use.
