Unlocking issue - whose responsibility?

Hi, I registered an unlock request on an iPhone 5 on 10/11/14, received two acknowledgments within 48 hours of registering but it is still not unlocked.  Since it is past the 10 working days stated I have today contacted VF Customer Service who stated that it is still in progress with Apple and it needs to be taken up with Apple Customer Service - it is not a Vodafone issue.  So, I finally got through to Apple Customer Service via chat and they said its nothing to do with them - the carrier is responsible for unlocking.  So,  my question is who is telling the truth - who does the responsibility for unlocking sit with?

Once the request has been sent to Apple it is the resposobilty of Apple to unlock the phone in their database.

They can take up to 21 days to process the unlocking and will not notify you when it is done. The only way to check is to connect the phone to iTunes with a non Vodafove sim as that is the way the unlock is finalised.

All Vodafone can do is to confirm the request to Apple but hey have no influence over Apple's timescale
