Upgrading my phone

Why did you cancel my sim on upgrade before I even received my new phone? I am still waiting for delivery and still have NO SERVICE on my existing phone. After speaking 4 times with customer support they have told me "it is due to a service upgrade in your area", "Follow this link to reactivate your sim", "I will reactivate it now... there you go it will be back on in 20 minutes." None of these have worked.

There shouldn't have been a reason to cancel your current sim as all the changes are actioned on Vodafone systems. 

It's only if a person needs a different sized SIM card to fit in the new phone that the original SIM card is de activated if you personally process a Sim Swap online or in a Vodafone Store. 

What does it say in your phones status bar where it should say Vodafone ?

Try checking to see if this is happening at home or everywhere.
