Vodafone Wallet

I have been trying to set up Vodafone wallet for over a week now. I have the correct sim card and it has been registered. After I accept t&cs page and it goes to set up after 4% I get error code C1130. Do I need to change any of my other settings to stop this from happening? What am I doing wrong? Vodafone chat support has so far been unhelpful and don't seem to understand what's wrong.

If you are having a problem setting up Wallet, you will find a user guide in the 'Help and Support' Section of the Application.  Please try clearing your phone cookies, cache and site data, roboot and try again. Although you have already tried, if you still need help please use live chat.
