It shouldn't matter who you have insurance with. Some people do claim via their own insurance company
As long as the phones imei number is on their systems they can blacklist it via the phoned imei.
I'd suggest to try ringing 191 or use Live Chat again.
From vodafones own support pages.
"If your device has been lost or stolen, you should call us immediately on 03333 040 191 (standard call charges apply). If you’re calling from abroad, it’s +44 7836 191 191 free from any Vodafone phone (standard international call charges apply from other mobiles or landlines).
It’s very important that you report your device as lost or stolen as soon as you know it’s gone. Once we’ve been notified, we’ll block your SIM and your device’s IMEI (serial number) to prevent others from using it.
If it’s been stolen, you’ll also need to report it to the police and get a crime number."

Vodafone should be in a position to IMEI block the phone and bar the SIM. If you use Live Chat, they will be able to make sure this is done. The only thing Vodafone won't be able to do is to provide a proof of purchase, this will be your original receipt and with Carphone.
Although you do not have insurance, there is an email address on the link below below. The Team will be able to provide proof of barring.
How do I get proof of purchase, usage or barring?
When the SIM was in the phone at the time of loss, the most important thing is to make sure the SIM is barred. Until the SIM is barred, you will be responsible for payment of any unauthorised calls made against the SIM.

If you have contacted Vodafone and they have barred the SIM, the phone is usually IMEI blocked at the same time.
With your phone insurance being with a third party, please you use the link in my reply. The emailed reply will provide the necessary proof of barring and usage to forward onto your insurance company for them to process the claim.
