Wifi calling - iphone6s not Vodafone bought

Hi I wondered if anyone could help PLEASE!! I actually bought my iphone6s from eBay and the phone was locked to Vodafone so I decided to get a sim only contract with Vodafone. I have called and live chatted about activating wifi calling on my account about 6 times now and it has never worked. I have even asked the question is it ok if I have not got the phone through a Vodafone pay monthly plan and they have said no it's ok! After the 24hrs they tell me to soft start phone and then go to these settings and enable, every time it comes up with the error message contact Vodafone to activate!! It is so frustrating as I have no signal whatsoever at work but have wifi. Can anyone help to see what I need to do or whether I can do anything? TIA
