iphone 5c unlocking

I bought an iPhone 5C second-hand and it appears to be locked to Vodafone.

Since I don't have an account with Vodafone I can't complete the on-line form....what do I do now ?

Ask the original owner to fill it in and request the unlock - Vodafome simply will not unlock it for anyone else.

Where did you purchase the iPhone from ?

If bought off an auction site check the exact description of the iPhone.

You may need to raise a dispute with them if the original owner does not play ball.

Unfortunately unless the phone was advertised as unlocked PayPal will not raise a dispute as there has not been a false description.

Also the seller may not have been the original owner and even if they were they have no legal (moral maybe) obligation  to ask Vodafone to unlock the phone.
