Has this always been the case or has just started happening ?
If it's just started happening can you think of any recent changes that may have caused the issue.
check in both phones that the contact has not been accidentally added to any call block feature.
Make sure that the contact is not added more than once to the Contact App. Perhaps delete the Contact completely from the app and from any call lists / history and re add it.
Sometimes manually changing the network chosen in the phones settings and then switching back to your home network helps too.
It maybe worth speaking to the respective Network Customer services to have the accounts checked.

If you are able to call your Mum, and if you have a new SIM card, it won't be a problem with your line.
Can your Mum call other Vodafone numbers?
It might be an idea if your Mum contacts Orange or EE as the now are as ask the network to investigate the issue.
