"sorry this person can't answer at the moment..." - blocked my number?

When I call this number it rings once and immediately plays that message "sorry this person can't answer at the moment". But when I call the same number with 141 added, it rings. Does that mean the person has blocked my calls?

Do you withhold your number at all when ringing out ?

It is possible the recipient has used a blocking feature if your now withholding your number using the 141 option.

It sounds like that could be the issue if you're not getting through when you display your number yet it's ringing normally when you withhold your number. 

I suppose the test here would be to call from another number and that'll confirm things for sure.

The recipient may have accidentally added your number to their phones blocking feature which does occasionally happen.

Depending on the relationship between both parties it maybe beneficial to ask them to check their phone and you check yours if your phone has such a specific feature.
