web access problem

Hi, I use a Huawei E1750 for occasional mobile broadband on my windows laptop or android tablet. It worked fine when I was with Sambamobile but as they ceased trading I now have a vodafone pay as you go sim. I have registered it and have £5 credit. The problem  is that the dongle  connects to vodafone and the notification shows I have an internet connection   but I cannot access any web pages on either device. I get error 403 forbidden. I have tried the cmd clearing command shown in one post but this did not help. The software that the dongle uses is mobile partner. I hope it is just an internet setting problem which you may be able to advise me on.
