recently had the fastest package from vodafone 3 days ago but my speeds are not what they promised any ideas what it could be

If you're testing over WiFi it could be that.
If you're using the vf supplied router it could be that.
If you're connecting through a gateway many miles away it could be that.
Honestly, with all the work being done in the vodafone network to get ready for IPv6 I'm surprised it's working at all right now. There, I let the cat out of the bag now.

Ripshod gave you plausible causes for your woes, but the most common cause for lower than expected speeds is that speed is being measured over a WiFi connection. This will always be slower than your headline speed. Try connecting your device by ethernet cable/patch lead. directly to the router. Be certain that the cable is CAT 5e or better.
If you have already done this then further thought will be needed.

Hi been on Vodafone Gigafast for about 2 months now and while its pretty fast, the router is highly unstable especially when you split the WiFi but we manage however what I wanted to know was what the typical speeds people are getting?
The best speeds we get are 400 mpbs down and 300 mpbs up yet I signed up for the 900mbs service and I don't think I should be paying for a service I don't receive properly (currently on the chat with Vodafone trying to sort this and a number of other problems out like they managed to stop my landline number from working and then charge me for extras I don't even have).

Are you testing over WiFi?
The speeds are similar to a 2x2 AC wifi connection. It's best to test with a pc over lan cable with everything else disconnected and wifi disabled.
What is your minimum guaranteed speed? This would have been clearly stated in your earlier emails from vodafone.
Do you have a third part router you can test with?

On Vodafone Full Fibre that always seems to be half of what you sign up for.

I typically get 942Mb up and downstream during off-peak periods, but nearer 850- 900Mb during the evening and weekend peaks. This is only possible over ethernet from your Vodafone or 3rd-party router. Using WiFi I get between 700-800Mb if I'm close to one of my AiMesh routers.
If you are only getting 400Mb, even over WiFi then there is more going. I would only get WiFi speeds that low out on the lawn. 10 meters from the nearest router.
Try eliminating factors you can control. Ideally, connect to your router by ethernet even if only for test purposes. Failing that ensure that you are testing over Wifi in the same room as your router with no obstacles blocking the signal or electrical equipment interfering with it. Have you tried testing with a variety of equipment - e.g. phones, laptops? Do you get the same results every time?
