Slower internet speed than what was guaranteed

I live in Spain and last month i did a contract with vodafone for basically 31€/month for 150 mbps when i installed the internet we only got 10 to 5 mbps which is stated in the website that i have to wait at least 1 month for it to adjust but here i am now with barely 30 mbps internet and really ##~## connection at evenings https://routerlogin.uno/
