How does Vodafone billing work in the playstore

I have found this feature in the playstore and I was wondering what money do I need so I can use that feature, like money of Vodafone cash or normal minutes and etc cuz I'm bit new and not quite sure, im talking about the Vodafone billing that is in Egypt
