It would be interesting to know how you are discovering this packet loss! There are many servers out there that won't respond to a ping, sometimes always, sometimes if they're busy. But if you are looking at the loss en route, you only really need to worry about the final server - if that is 100% (using most common tools) then all your packets are getting through - even if you have 100% loss at some intermediate point! Think about that for a moment, because if you were really losing 100% of your packets at some intermediate point, you'd not be seeing the servers at all!
