My full fiber is working fine but noticed that Ethernet light is flashing on ONT. Is that normal behaviour?

Most likely either damage to your line externally or an outage in the area. I assume your ISP has arranged an engineer if they’ve logged this with CityFibre to investigate so you may find tomorrow or day after you get a site visit to investigate if this is damage to the line.
I work for one of the many ISPs who use CFs network so very familiar with the infrastructure

The OP as said their internet is working fine, so there is definately no outage. They are just querying the meaning of the internet LED on the ONT, and as @Ripshod says it just signifies activity.
Edit: It does seem strange that the OP has left the forum though?
