Silver to gold address process? Is it possible?

I have converted a building into 8 flats, got the addresses registered with Royal Mail as well. When I spoke to Openreach they advised I needed UPRNs for each flat from the local authority. I now have a UPRN for each flat. They then advise 'your Service Provider just needs to place an order for broadband only service / follow their silver address process.'

As its a copper connection they can't address the manually.

Does anyone have an information on how I can move forward with Vodafone broadband? @BandOfBrothers
