Can't get Big Value Bundle from PAYG1

On PAYG1 with adequate credit (declining £1 per day) but adding BVB15 via voice recognition or short code does not work. Receive a text confirming request, balance goes down by £15, no further text arrives, credit is restored. Rinse and repeat.

What's the possible failure mode here ?

Resolved via chatbot to agent this morning thanks, took a while but bundle now in place and operational.
