Charging national incoming calls

Hi - For the last few months I've been charged for incoming national calls that I don't pick up - is that right? If not, what can I do to avoid this charge? Thank you.

Vodafone are having an issue with PAYG 1 at the moment and this is under investigation. You only need to turn the phone on to receive the text, the PAYG 1 terms clearly state you won't be charged unless you make outgoing calls, texts or use data. See below.

It's about time Vodafone located the error and started to refund customers.
