I opened up a sim card in Italy and I paid 20 euros for a pretty good deal. I walked into a Vodafone store in Rome to buy it. The woman told me that I would have to pay 10 euros a month afterwards. I waited a few hours for it to activate. I'm not even sure it if truly is a monthly plan or pay-as-you-go. I've tried topping up in different countries, but they told me that I would need to go to Italy to top up.
