I have taken two numbers, both used by my relatives who arrived in the UK in May this year. When I tried transferring the ownership, I was informed it needs at least three months before the request can be made. Tried filling up the web request form this morning just to find that the form needs three years of UK address history for the new owner. When I contacted a CS via VF Chat - he confirmed the address history requirement. Is there any option for me to complete this transfer other than wait for the contract to end ?

I suspect this is due to Vodafone's credit check criteria and needing to have some UK credit history to base the check, being on the electoral role at the address proves residency @nrana , there is further information available from the website below
The other alternative is to ask Vodafone to split the account, this will give your relatives control over the online account and completing the payment through direct debit but with you remaining the account holder and responsible for making sure the payments are up to date.
