Is there any costs attached to using a Cellular Apple Watch, considering purchasing one but don't want to buy one if it'll add extra to my monthly bill,
You are going to need a One Number plan @krenz , if you purchase the watch direct from Vodafone there will be no extra monthly charges. If you purchase the watch elsewhere the cost for connectivity will be an extra £7.50 per month.

In reply to your question @krenz , the best way to avoid the charges is by purchasing direct with the network.
It connects to your phone via Bluetooth and uses your phones data. It also connects via WiFi so you can still receive notifications, texts etc when out of range of your phone. The cellular watch does the exact same thing and only uses it's cellular network if out of reach of your phone/WiFi.
