Business order recalled from DPD before delivery

We ordered business mobiles and sims on pay monthly, these were approved but on day of delivery Vodafone recalled the order from DPD before delivery. 

I tried to speak with Vodafone customer services but i am being passed around without being told something concrete 

Is this normal with Vodafone that approved  business orders can be recalled on day of delivery?

I find it shocking and pointless as a credit search was done and it was passed. The business has a 100 score on Experian 

What could have triggered the recall since they won't tell me? Maybe someone knows what could have potentially happened?
