Is it possible for my son to pay the device plan payment for phone using his debit card, contract is in my name but he would like to pay for device in full, but only give me the option  to pay on my caed.

I can't see why not.   Call 191 when your son is wih you so that you can pass security and explain what you want to do, then hand over to him to make the payment.   I haven't seen how an account with a device plan is laid out, but it may be that there's only an option to use a previously stored card.

The alternative would be to pay on your card and for your son then to transfer the money to you so that you can pay off the card.
