I paid my bill on 30th October and it’s still pending in my bank yet Vodafone are still saying they will cut off my phone even know I have paid can anyone help me

You don't mention how you paid the bill. As you can see from this link: Bills and payment the preferred method is by direct debit but you can still pay online where there would be a delay with the payment going to your account or by calling the payment line where it will go strainght to your account.
It's strange Vodafone have not claimed the payment and if it remains unclaimed, this should return to your available balance.
To prevent disconnection it may be necessary to make a further payment, but if by any chance Vodafone claim the original payment this will go to your account as a credit.
As recommended on the link start a live chat, they will have the necessary account access to find the reason for the unclaimed payment.

I paid through the app, it’s still pending which it’s been 7 days now I have proof of the pending payment to show I have paid it

If the payment is still pending on your side, it's likely that we've not received the payment yet.
