Hi Daughter arrived just in Mexico - no service - roaming on, no bar on account been turned off on still no service any help appreciated

Does she have roaming turned On in the phone @andyhooson
It maybe beneficial to see if she can choose a different network manually too.
Unfortunately Vodafone uk have no control over a network that's in another country so sometimes things don't work.
In the interim it could be an idea to seek out a local sim card or esim.
Holafly is a known good option.

Your Daughter should have received a text from Vodafone when landing welcoming her to the country with charges.
The only way your Daughter will get this solved is by getting her account checked, Vodafone can be contacted from abroad on 0044 7836 191 191 from any other phone, there are also the web chat options. If she would like help from the Social Team, she can send them a message through social channels here Contact Us

If your Daughter has Spend Manager active make sure this is not set at zero, this may be the cause of the problem.
edited to add: Networks in Mexico may use VoLTE 4G calling. Your Daughter can activate 4G calling in My Vodafone >services and extras > calling options and switching WiFi and 4G calling on.

Data roaming simply means using mobile data whilst already roaming. Critical to having coverage abroad is having roaming enabled, unlocking access to foreign networks.
